CIA Contractors and Special Access Holders Signed the Statement
Some signatories, like Michael Morell and David Buckley, were working as CIA contractors when they signed the letter. Others had special “Green Card” access to enter CIA facilities. The CIA refused to declassify the full list of signatories under contract at the time.
