The House narrowly passed the second procedural vote with a close margin of 213 to 212, highlighting the growing divide within the GOP.
According to a leaked memo obtained by CNN, members of the House Freedom Caucus are opposing the Senate’s version of the bill. Their concerns center around specific provisions related to energy tax incentives and proposed changes to Medicaid.

Representative Thomas Massie has publicly confirmed that he has enough GOP allies to block the bill in the House. Speaking to NOTUS, Massie stated that a group of at least ten Republican lawmakers remains firmly opposed to Trump’s policy package.
Some Holdouts Show Signs of Support After White House Meeting
Despite the internal party conflict, there are signs of progress. Tennessee Representative Tim Burchett, one of the GOP’s key undecided votes, revealed to CNN that after a meeting with Trump at the White House, he is now leaning toward supporting the bill.
“The conversation helped clear up some details. We’re reviewing everything to ensure all the facts are correct,” Burchett said, adding that the president provided valuable insight during their discussion.
White House and GOP Leaders Race to Secure Votes
According to CNN, House Republicans have been stalling on the floor as Trump and his team work to rally conservative holdouts behind the bill. Some GOP hardliners have warned they may block the legislation during the next procedural vote — a potential blow to Trump’s efforts to advance his domestic agenda.
However, momentum appears to be shifting. Sources familiar with the discussions say the White House has assured GOP leaders that Trump’s meeting with dissenting lawmakers has eased some opposition.
House leaders have kept the current procedural vote open for nearly an hour as they work behind the scenes to lock in the necessary support. If successful, the House will move forward with a critical vote to bring Trump’s proposal to the floor, followed by a final vote expected later today.
Georgia Representative Barry Loudermilk told CNN that GOP leadership advised members there’s no immediate need to remain on the floor as negotiations continue.
